For this research, I reviewed the extent of and processes involved in channelizing and constructing levees to modify the course (and natural future course) of streams in the state of Illinois. Agency records of permits issued and inspections, case histories, and interviews with agency personnel indicated that alterations have occurred without effective mitigation. Policy and case study analyses suggest that lack of mitigation is a result of institutional constraints rather than understanding of mitigation measures that could be taken.
